Oligarchies made the most sense. I like Democratic governments too.

Absolute Dictatorship and Absolute Monarchy seemed to be the best form of government, and it still stands in my opinion.

America is the key to conquest. But people in America are so dumb when it comes to government. They refuse to acknowledge the fact that they are living in the safest place in the world and continue to flame the government.

I think a Republic would be the best as the people would still get to partake in government affairs but the system as a whole would be less substitutable to "Mobocracy".
